REQUEST FOR INFORMATION (RFI) - LETTER OF INTEREST (LOI) VICTORIA-CLASS IN-SERVICE SUPPORT CONTRACT II (VISSC II)

Public Services and Procurement Canada (PSPC) is releasing a Request for Information (RFI) / Letter of Interest (LOI) on behalf of the Department of National Defence (DND) to engage industry in support of the development of the contracted portion of the Victoria-class Submarine Sustainment Enterprise (VCS SE).
In accordance with the Defense Procurement Sustainment Initiative and the anticipated dollar value of the requirement, Canada is applying the Sustainment Business Case Analysis (SBCA) process to the VCS SE. The SBCA has resulted in an approach for consideration which Canada is presenting to Industry through this RFI/LOI. The approach being considered includes a follow-on Victoria-class In-Service Support Contract (VISSC II), and two contracts to assist the Class Program Manager throughout the VCS Operational Cycle (OPCYCLE) for both in-service and contracted work periods until the fleet’s EOL. The focus of this RFI/LOI is on the VISSC II contract which will replace the current VISSC set to expire on June 30, 2027. Industry Engagement in support of the assist contracts will be carried out through a separate RFI/LOI.
As the VISSC II project progresses, this RFI/LOI will provide a single point of official communication with industry. Canada intends to use this VISSC II RFI/LOI process to:
a) Provide industry with information relating to Canada’s approach to the procurement process for VISSC II; b) Communicate with industry on the sustainment strategy including the development of the Performance Work Statement, the Performance Management Specification, the Industrial and Technological Benefits (ITB) approach, the basis of payment and the associated contractual terms and conditions; c) Seek feedback as to how Canada can effectively leverage industry to improve upon current submarine sustainment practices; and; d) Presenting draft RFP documents to industry and soliciting comments and feedback on the project requirements and procurement strategies.
This RFI/LOI also provides Industry with an update on the VISSC II solicitation process, particularly with regards to:
e) High level overview of the VCS sustainment enterprise and the portion that will comprise VISSC II; f) Procurement Timeline; g) Overview of the application of VP and the ITB framework and questions to Industry (Annex A, Section A); h) To provide industry the opportunity to seek clarification and/or provide feedback to Canada on the presented information in this RFI/LOI and to provide responses to the procurement questions to industry (Annex A, Section B); and i) VCS Class Plan 5.0 (Annex B).
The information provided by industry may be used to inform Canada’s options analyses while developing the procurement and sustainment strategies and the final sustainment solution in order to best optimize the principles of performance, value for money, flexibility and economic benefits for Canada.
This RFI/LOI will remain open until September 1st, 2023 (RFI/LOI closing date). Responses to the questions provided in Annex A are requested by the RFI/LOI closing date.

This RFI/LOI is neither a call for tender nor a Request for Proposal (RFP). No agreement or contract will be entered into based on this RFI/LOI. The issuance of this RFI/LOI is not to be considered in any way a commitment by Canada, nor as authority to potential respondents to undertake any work that could be charged to Canada. This RFI/LOI is not to be considered as a commitment to issue a subsequent solicitation or to award contract(s) for the work described herein.
Respondents will not be reimbursed for any cost incurred by participating in this RFI/LOI.
