This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm-fixed price purchase order under the authority of 41 U.S.C. 253 (c)(1), as implemented by FAR 13.106-1(b) and 13.501(a)- Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements and is not a request for quotes. The National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Vitrium Systems Inc, NIH requires the Vitrium Security Enterprise License to assist in developing and deploying document management and workflow solutions for NIAID.
Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract.

The Office of Cyber Infrastructure and Computational Biology (OCICB) provide leadership and direction on effective strategies, policies, and standards for technology services, support for biomedical research programs, information technology resources, and customer support. This includes ensuring information technology infrastructure, tools, and applications fully and comprehensively support the NIH mission. The Clinical Informatics Branch (CIB) within the OCICB provides specialized support to facilitate the integration of IT and clinical expertise to support NIH research mission. The branch specializes in leveraging expertise to manage the implementation and configuration of industry standard research management tools. The Vitrium Security Enterprise License supports clinical research studies by providing web-based, read-only viewing for controlled clinical trials artifacts and documentation to support regulatory compliance.
