VOIP Phone System

Lancaster County, South Carolina, is soliciting proposals under solicitation 2026-RFP-069 for a hosted Voice over Internet Protocol (VOIP) and unified communications solution. A mandatory requirement is the integration with Microsoft Teams to allow designated users to make and receive PSTN calls via desktop and mobile clients. The selected firm will be responsible for the implementation, support, and maintenance of the system, including the provision of new hardware and the development of a migration plan to ensure uninterrupted service during number porting. All installations must be completed within 180 days of the purchase order or notice to proceed. The contract will be awarded to the highest-scoring proposer based on a weighted evaluation of the technical solution and Teams migration (40 points), staff qualifications and service capabilities (25 points), past performance (20 points), and total cost or overall value (15 points). Proposers must provide a five-year total cost of ownership and may be required to participate in a second phase of evaluations involving oral presentations. Required submissions include a technical approach, firm qualifications, a cost proposal, a certificate of insurance, and an affidavit of SBE/MBE/VBE status. Additionally, contractors must hold a South Carolina General Contractors License with the appropriate classification and certify compliance with the Americans with Disabilities Act and other federal non-discrimination authorities.
