Voter Registration and Election Administration Modernization

The Maryland State Board of Elections (SBE) has issued this Request for Proposals for the Voter Registration and Election Administration Modernization (VREAM) project. The primary objective is to procure a modernized system to replace the existing MDVOTERS platform, providing comprehensive goods and services for statewide voter registration and election administration. The required solution must include existing functionalities such as geographic information system (GIS) and redistricting capabilities, while supporting all forms of voter registration applications permitted by state and federal law. Key technical requirements include a multi-tier architecture that separates the presentation and data layers, support for various mail-in ballot programs including UOCAVA, and integration with web applications and the MVA. The system must also ensure high levels of data security and voter confidentiality through configurable masking and minimum-permission service accounts. To qualify, offerors must demonstrate that their proposed solution has been implemented and used in a live election environment for at least one election, and the core baseline voter registration and election administration functionalities must have a minimum of five years of successful live-use. Proposals are evaluated based on documentation quality, prime contractor experience, and total evaluation price. The procurement includes a base period covering 2027 through 2031, with additional option periods. Offerors are required to provide three past performance references, with at least two belonging to the prime contractor. The pricing structure is comprehensive, requiring quotes for design, development, integration, licensing, hosting, support, maintenance, training, and specific hardware such as printers and scanners. Additionally, there is a specific goal for Minority Business Enterprise (MBE) participation set at 15.00 percent.
