The contractor is required to recover a Caterpillar Challenger MT765C tractor and a Case International 770 disc harrow from an off-road incident site, along with approximately 20 ballast weights and a rear hitch assembly. The scope of work includes the environmental remediation and legal disposal of approximately 20 gallons of hydrocarbon-contaminated soil in compliance with federal, state, and base regulations, as well as the recovery and chain-of-custody transfer of the deceased operator's personal effects. All recovered assets must be transported approximately 20 miles to a designated facility using opaque, heavy-duty tarpaulins to prevent unauthorized photography. Award will be determined via a best-value tradeoff, where technical capability and the proposed execution plan are significantly more important than price. Interested offerors must attend a mandatory site visit on September 21, 2026, and submit a technical execution plan not exceeding two pages, including a realistic timeline. The contract incorporates standard FAR and DFARS clauses, including Service Contract Labor Standards for Santa Barbara County and strict requirements for hazardous materials packaging and labeling. Facility Readiness and Maintenance Execution (FRAME) Request for Proposal (RFP) - DRAFT
Solicitation # FA461027R0001
The Facility Readiness and Maintenance Execution (FRAME) contract is a non-personal services Indefinite Delivery Indefinite Quantity (IDIQ) acquisition managed by the 30th Contracting Squadron at Vandenberg Space Force Base, California. Serving as the follow-on to the Launch Operations Support Contract (LOSC), FRAME is designated as a 100% 8(a) Small Business Set-Aside under NAICS code 561210. The primary objective is to provide maintenance, repair, modification, and modernization for over 130 facilities, property, and equipment (P&E) to ensure operational readiness for Space Launch Delta 30 and various range users supporting national space, defense, and test missions. The scope includes infrastructure such as HVAC, power distribution, water and gas mains, and roofing, as well as the inspection and certification of cranes and elevators. Notably, the South Vandenberg Power Plant is excluded from this new requirement. The acquisition follows a best-value source selection process with a technical priority over past performance and cost. Evaluation begins with a compliance gate regarding the Mission-Essential Contractor Services Plan, followed by adjectival ratings for program management and maintenance and repair, and an acceptable/unacceptable rating for pressure vessel expertise. The contract utilizes a mix of pricing models, including Firm Fixed Price for general requirements and phase-in/out periods, Cost Plus Incentive Fee for maintenance and repair, and Cost Plus Fixed Fee for urgent operations response. Performance takes place at Vandenberg Space Force Base and several geographically separated locations, including Pillar Point Air Force Station, Oak Mountain, and Santa Ynez Peak. The tentative schedule anticipates a final RFP issuance in January 2027, with proposals due in March 2027 and a performance start date of April 1, 2028.
