The Department of Veterans Affairs Network Contracting Office 17 plans to award a firm fixed price services contract to Sysmex America, Inc. for leasing Sysmex hematology equipment under a cost per reportable test result (CPRR) arrangement. The equipment will be installed and maintained in three facilities within the North Texas Veterans Healthcare System, including locations in Dallas, Ft. Worth, and Bonham, Texas. The contract covers maintenance services Monday through Friday, along with all necessary reagents, consumables, controls, calibrators, and upgrades required for the operation of hematology analyzers. Specifically, the contract includes leasing one Sysmex XN 9000 with software upgrades and conversion packages in Dallas, and one Sysmex XN 1000 analyzer with corresponding carts and software upgrades in both Ft. Worth and Bonham. This procurement is justified under a sole source basis due to the unique and specialized nature of the supplies and services that only Sysmex can provide at the required quality levels. The contract term will last for 12 months from the award date with a one-year renewal option. Although this notice is not a solicitation or request for offers, responses from other qualified vendors will be accepted via email by a specified deadline if they believe competition is justified. However, the final decision to pursue competitive procurement remains at the discretion of the Contracting Officer, with the current intent focused on fulfilling the recurring hematology testing needs of the regional VA facilities through this sole source arrangement.
