The Department of Veterans Affairs, Network Contracting Office 17, plans to award a firm fixed price contract to Werfen USA, LLC, operating as Instrumentation Laboratory, for leasing hemostasis analyzer laboratory equipment on a cost per reportable result basis. This contract will serve the Pathology and Laboratory Medicine Services at the South Texas Veterans Health Care System, specifically for the Audie L. Murphy VA Medical Center in San Antonio and the Kerrville VA Medical Center. The Audie L. Murphy location will receive two ACL TOP 750 LAS analyzers, while the Kerrville facility will be equipped with one ACL TOP 350 CTS analyzer. The contract falls under NAICS code 532490 and is justified for sole-source procurement under 41 U.S.C. 253(c)(1) since Werfen USA is the only capable provider of these specialized instruments at the required quality level. The agreement will be effective for 12 months from the award date, with two additional one-year option periods. While this notice is not a solicitation or request for offers, interested vendors confident in meeting the government’s requirements are invited to submit written notifications by a specified deadline. Responses will inform whether to pursue competitive procurement, though the ultimate decision rests solely with the Contracting Officer, and any decision not to compete remains at the government's discretion.
