The US Army Public Health Command (USAPHC) at Aberdeen Proving Ground-South requires point-to-point dark fiber optic leasing and maintenance services linking Silver Spring and Bethesda, Maryland. This infrastructure is already installed and ready for use, having been installed and maintained over the past year by Zayo Group Inc. for the Armed Forces Health Surveillance Center (AFHSC), which bore the associated costs. To avoid unnecessary duplication of expenses, the contract seeks to continue utilizing the existing fiber network under the guidance of FAR 13.106-1(b). The contract will initially cover a 12-month period with the option to extend for three additional 12-month periods. Interested companies are invited to submit capabilities statements for government review, though submitting such statements does not alter the current acquisition strategy unless demonstrable cost savings are shown. All responses must be submitted by email to Erin Becker-Maddox no later than 10:00 am EST on March 5, 2013, with no fax submissions accepted. The solicitation, identified as W81XWH13T0039 and associated with NAICS code 517110, includes a Notice of Intent to Award without Competition due to the unique circumstances surrounding the existing fiber installation and maintenance arrangement.

Full Description

The US Army Public Health Command (USAPHC) at Aberdeen Proving Ground-South, Edgewood Campus has a requirement for point-to-point dark fiber optic leasing and maintenance from Silver Spring to Bethesda Maryland of fibers currently installed and ready for use. The support is required for the Armed Forces Health Surveillance Center (AFHSC) who incurred the costs of fiber installation, connection, and maintenance during the past 12-months from Zayo Group Inc., 14120 Newbrook Drive, Suite 170, Chantilly VA. Duplication of cost would be excessive and not cost effective. The Government cites FAR 13.106-1(b). The resulting contract will be for a 12-month base period and 3 12-month option periods. Any responsbile company can submit a capabilities statement for review. Submitting a capability statement does not change the Government's acquisition strategy unless a cost determination of savings can be proven. All responses are due to Erin Becker-Maddox via email only to contact@example.gov. No faxes will be accepted. All responses are due no later than 5 March 2013 at 10:00 am eastern standard time.
