The system was required to be TAA compliant, NGB approved, and physically isolated from external networks, with a mandatory 21-day video retention period. The solicitation was intended to be issued exclusively through the CHESS ITES-4H contract vehicle, with a small business set-aside on SAM.gov as a contingency. Under NAICS 561621, the prime contractor would have been required to self-perform at least 25 percent of the contract cost and provide objective proof of in-house technical capability, including manufacturer-specific certifications and W-2 employee verification. The scope of work included all engineering, Cat6 plenum cabling, installation, and end-user training, concluding with a final walkthrough and a one-year warranty on all materials and labor.
