This is an award notice for a contract to provide and install an emergency water chiller and air handler for the VA Central California Health Care System. This contract was awarded as a sole source contract to Total Management Environmental, Inc. The award was made under the authority of FAR 6.302-2, which allows the VA to make a sole source award when the agency s need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for. This authority is appropriate when an unusual and compelling urgency precludes full and open competition, and delay in award of a contract would result in serious injury, financial or other, to the Government. This is an urgent scenario and the conditions have forced the facility to stop using its sterile compounding suite. The facility is currently preparing some compounded medications off-station at significant cost. Compounded medications prepared on station may only be used for 12 hours, impacting patient care and increasing the consumption of expensive, critical medications.
