This solicitation, issued by the Missouri Division of Purchasing for the Department of Revenue, seeks a vendor to provide validation stickers and registration materials for annual license plate registrations. The scope includes the production of double validation sticker registration cards in two sizes, 1 inch by 2.5 inches and 1 inch by 1.5 inches, with an estimated annual quantity of 5,000,000 cards per line item. The vendor is required to provide bailed equipment at no additional cost, specifically high-speed industrial grade printers such as the Zebra ZT Series or equivalent, along with necessary software, training, and support. All materials must be furnished as die-cut stickers on 4 inch by 8.5 inch fan fold cardstock, as roll cardstock is explicitly prohibited. The contract features firm, fixed pricing and includes options for two additional one-year renewal periods. This award notice pertains to solicitation 382-105 for the production of Wage and Tax Statement Form W-2 (Rev. 2014). The contract specifies the printing of 6-part no carbon required sets with a finished size of 9 by 11 inches, printed 2-up with a stub. Technical requirements are stringent to ensure Part 1 can be optically scanned, necessitating the use of highly reflective red ink, specifically Flint Ink Corp. J-6983 or an equivalent, while the black ink on the first part must remain non-reflective. Strict density readings are required for scanning accuracy, with red ink targets between 0.90 and 0.95 and black ink targets between 108 and 112. To verify these standards, two control boxes must be printed on the stub for each form to allow for precise density measurements. The project falls under NAICS code 323111 and was managed by point of contact Dalton E Everett.
