Full Description
Response Due Date & Time: October 31, 2024 at 5:00 PM Introduction
The City of Columbus, Indiana, through its Airport Board and Future Site Development Team, invites qualified engineering and design professionals to submit Statements of Qualifications (SOQ) for the development of a Masterplan for the Walesboro Airport site. This masterplan will play a critical role in guiding the long-term development of the airport and surrounding land while providing insight into how best to address the economic, environmental, and infrastructural challenges of the site, including its floodplain constraints. The last Masterplan was done in 2015 and there was another small study done in 2019, both of which are included as a link in the reference section of this document.
Community Overview
Founded in 1821, Columbus, Indiana, is centrally located on Interstate 65 between Indianapolis, Cincinnati, and Louisville. It is home to over 50,000 residents and is the Bartholomew County seat. While situated squarely in the Midwest, the community is unique because 1 in 6 residents were born in another country. Cummins Inc., a Fortune 200 company, was founded in Columbus in 1919 and continues to be headquartered in Downtown Columbus. Columbus and the surrounding region have become a central manufacturing hub, home to the headquarters and manufacturing sites of many other important companies such as Toyota Material Handling, NTN Driveshaft, and Enkei America. Healthcare, information technology, and tourism comprise the other key industry sectors of the local economy.
About the Site
The Walesboro Airport site is on the outskirts of the city in what is now mainly a industrial corridor. It was built in the 1950’s as a response to World War Two and since that time, the site had seen only modest development. The airport property presents both opportunities and challenges due to its location and environmental features, including the fact that the old runway is now used as test tracks and the airport itself no longer operates.
Scope of Work and Deliverables The masterplan must address the constraints of the Walesboro site while maximizing the economic benefits over the long run. The selected firm should deliver actionable, strategic recommendations that align with the Greater Columbus Area economic development strategy and the local approach to seek the highest, best use for all of their properties. Specifically, we want to know the minimum public infrastructure investments needed to maximize the future use and development of the property. The master plan activities must include the below elements, with additional items beyond this appreciated but not required:
Site Analysis: Conduct an in-depth assessment of the Walesboro Airport site, considering floodplain, stormwater management, civil infrastructure, and land-use factors.
Masterplan Development: Propose development directions that maximize the use of the site over the long run (highest and best use), considering road access, flood mitigation, and industrial development. Having options to choose from for different types of industrial development routes is preferred.
Stakeholder Engagement: Collaborate with key stakeholders both in person and virtually, including the Airport Board, Economic Development Corporation, and City Planning Department to ensure the masterplan aligns with broader city objectives. Interested firms should be aware that the selected team should not plan to do this work entirely remotely, as they will be expected to spend time in Columbus when appropriate.
Regulatory Compliance: Ensure any suggested plans comply with local, state, and federal requirements, particularly those related to floodplain management and environmental sustainability.
Final Report: Provide a comprehensive masterplan that includes multiple development scenarios, with a final preferred actionable set of recommendation.
The Final Plan document should include the following written items:
Site Assessment Report: A detailed analysis of the existing conditions, constraints, and opportunities of the Walesboro Airport site.
Masterplan Documents: A comprehensive review that includes suggested land-use, floodplain management strategies, and economic development suggestions. The recommendations for pathways for development should be practical to implement, maximize economic return for the community in the long run, and where practical reduce the overall environmental impact of the changes.
Final Presentation: A presentation that summarizes the Masterplan work which should be presented to key stakeholders.
Executive Summary: An abbreviated version of the final presentation suitable for broader sharing and easy consumption by non-technical audiences.
Stakeholder Meeting Summaries: Records of all consultations and meetings with stakeholders.
