THIS IS A SOLE SOURCE REQUIREMENT. This combined synopsis/solicitation is being prepared in accordance with the procedures and format of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals have already been evaluated and no new ones are being requested and a written solicitation will not be issued. The solicitation number is 4QBF21093209 and is issued as a Directed Buy for ColorID under ITSS at https://it-solutions.gsa.gov/. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. This will be a limited source procurement to small business concern ColorID, LLC. per their Schedule # GS-25F-0139M, SIN #20 316, Cameras and Accessories. This is a sole-source requirement for a new Identification Badge system to replace the system currently in use at Womack Army Medical Center (WAMC). The identification badge system is instrumental and vital to WAMC's mission in identifying medical, non-medical, command and official visitor personnel in the MEDCEN. Additionally, the use of badges is a Joint Commission on the Accreditation of Healthcare Organizations (JCAHO) requirement. It has been determined that this combined synopsis/solicitation falls under 6.302-2 Unusual and compelling urgency. It has been determined that the agency's need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for. A delay in award of a contract would result in serious injury, financial or other, to the Government. Several vendors presented WAMC with solutions to the request for a new Identification Badge System at a site visit, held on April 28, 2009. WAMC received a total of 3 offers from the potential sources that responded to the sources sought. Vendors are requested not to contact the client. GSA has performed additional market research and has determined that acquisition alternatives include GSA Schedules and Open Market items.
