Recruiting & Talent Management Solution
Solicitation # R26-63
The District of Squamish is seeking a Commercial-off-the-shelf (COTS), Software-as-a-Service (SaaS) solution to digitally transform its recruitment and talent management processes. The scope of work includes automating authorizations to hire, job postings, active and passive talent acquisition, applicant screening, applicant management via a dedicated portal, and new staff onboarding. The project is structured in two phases: an estimated six-month implementation period followed by a five-year production phase. Key technical requirements include WCAG accessibility compliance and a strong preference for Canadian data centers to adhere to privacy laws. Proposals for solicitation R26-63 are due by October 20, 2026, and will be evaluated through a multi-stage process covering mandatory requirements, rated criteria—such as functional and technical fit, implementation approach, and social impact—and pricing. The final agreement will be governed by the laws of British Columbia and Canada, with a requirement that deliverables be provided from within Canada. Notable contractual terms include a thirty-day termination for convenience clause, a requirement for an Escrow Agreement for source code, and a payment protocol stating that no licensing fees are payable until the software is formally accepted in writing. All pricing must be submitted in Canadian funds with GST itemized separately.
