Recruiting & Talent Management Solution

The District of Squamish is seeking a Commercial-off-the-shelf (COTS), Software-as-a-Service (SaaS) solution to digitally manage recruitment and talent management processes. The scope of work includes automating authorizations to hire, job postings, active and passive talent acquisition, applicant management via a portal, applicant screening, and new staff onboarding. The project is structured into two phases: an initial six-month implementation phase followed by a five-year production phase. The District prefers the use of Canadian data centers to comply with privacy laws and requires the solution to meet WCAG accessibility standards. Proposals are due by October 20, 2026, and will be evaluated through a four-stage process covering mandatory requirements, rated criteria—including functional and technical fit, implementation approach, and social impact—and pricing. The final agreement will be negotiated based on a mandatory term sheet and the selected proponent's contract, governed by the laws of British Columbia and Canada. Key contractual requirements include a thirty-day termination for convenience clause, an escrow agreement for source code and documentation, and a payment protocol ensuring no fees are paid until the software is formally accepted in writing. All pricing must be submitted in Canadian funds with GST itemized separately.
