Wastewater Treatment Plant Outfall Extension Construction

The District of Squamish is soliciting proposals for the Wastewater Treatment Plant Outfall Extension Construction project, identified as solicitation R26-66. The project requires the relocation and extension of the existing river outfall approximately 340 meters downstream to improve dilution conditions caused by changing river channel morphology. The scope of work encompasses pre-construction surveys, tree clearing, mobilization, the installation and commissioning of new infrastructure including HDPE and steel piping and diffusers, and final site restoration. Construction is anticipated to start by November 30, 2026, with a substantial completion date of March 26, 2027. Notably, all in-stream works must be completed within a strict window between January 1, 2027, and January 31, 2027. The project is subject to several critical regulatory approvals and environmental mandates, including authorizations from Transport Canada under the Canadian Navigable Waters Act, the Ministry of Water, Land and Resource Stewardship under the Dike Maintenance Act and Water Sustainability Act, and the Wildlife Act for access to the Skwelwil’em Squamish Estuary Wildlife Management Area. Environmental compliance is paramount, requiring a third-party Registered Professional Biologist to serve as the Environmental Monitor with the authority to suspend operations. Contractors must adhere to Fisheries and Oceans Canada guidelines to protect fish habitats, specifically regarding Bull Trout. Additionally, the project requires adherence to a Chance Find Procedure for archaeological resources and the designation of a prime contractor under the Workers Compensation Act. Proposals are due by October 2, 2026, and will be evaluated based on technical requirements, experience, and pricing.
