The contractor is required to provide comprehensive non-personal water and wastewater sample analysis services at Fort Detrick, Maryland, encompassing all personnel, equipment, supplies, facilities, transportation, and supervision necessary to meet the exacting standards set forth in the Performance Work Statement. Core duties include the scheduled pickup and transport of samples from Fort Detrick’s Drinking Water and Wastewater Treatment Plants, laboratory analysis strictly in accordance with Technical Exhibit 3 which outlines specific analytes and methodologies, and the timely delivery of complete, accurate analytical reports to the government. The contract mandates adherence to Maryland Department of the Environment and Environmental Protection Agency standards, as well as compliance with the State Discharge Permit 18-DP-2527, which governs wastewater discharge limits and monitoring requirements for the Monocacy River. The contractor must maintain active MDE and EPA laboratory certifications throughout the contract term, and any radiological analyses must be performed by a laboratory certified by both the Laboratory Accreditation Bureau and NELAC.
