The City of Flagstaff operates four potable and three non-potable water loading stations strategically located throughout the city, serving both personal and commercial water needs. Customers must create an account with the Customer Service team to access these stations, with reclaimed accounts requiring additional approval. Payments can be made through various methods including IVR, online, mail, or in person at City Hall, with all transactions manually posted to customer accounts. The current system is managed internally, with city staff overseeing operations, addressing issues, and handling customer inquiries. The city aims to modernize these systems by implementing upgraded technology that enhances efficiency and customer access, such as contactless payment options, RFID, or other innovative solutions, without mandating a specific technology. The new system must integrate seamlessly with the existing water infrastructure and preferably connect with the City’s financial platform, Point n Pay, to facilitate payments via credit card, electronic checks, or cash. Additionally, the system should include software capabilities for account management, reporting, and auditing, providing detailed insights into payments, usage, and reconciliation. The contract involves installing and maintaining the upgraded water loading station systems across various locations, with the flexibility for the City to modify the scope of locations or services over the contract duration. The solicitation for this project was posted in December 2020, with responses due by late January 2021, and the project is managed by the City of Flagstaff under NAICS code 541211.

BackgroundThe City of Flagstaff has four (4) potable water loading station locations (with four (4) pin pads) and three (3) non- potable water loading station locations (with three (3) pin pads) located at points around the City. The water is for personal and commercial use. To obtain access to water from a water loading station, customers must submit an application for an account with the Customer Service team. Reclaimed accounts require additional approval from Water Services. Once processed, the customer is given an account number and pin for access to the station. Customers can make payments via IVR, online, mail, or in person at City Hall. Payments are all manually posted to the customer’s account. Customers may view their current balance at the pin pad at each station. Currently, maintenance services are provided by internal City staff. City staff generally oversees the operations of the loading stations, serving as the first responder for operational problems, pin pad issues, and customer complaints. Future SystemThe City would like to upgrade the current water loading station systems to a more modern, streamlined, and cost efficient technology. All valves, piping, and other infrastructure that is used to deliver water is not a part of this RFP.The future system technology should preferably integrate with the City’s financial systems and payment services which includes options for credit cards, electronic checks, or cash. Systems that are maintained separately will also be reviewed. City staff must have the ability to take payments in person via cash, check, or credit card at our counters for customers needing this option. The City prefers integration with current City financial system, Point n Pay. Integration specifications are provided in Attachments. The proposer shall provide a software service to allow review, management, auditing of customer accounts. The system shall provide reports such as payment, usage, and account reconciliation.General SpecificationsThe successful proposer will provide installation and potential maintenance related to water loading stations at locations throughout the City of Flagstaff.
