Water Meter Installations

The City of Bedford is soliciting bids for solicitation number 2027-05 to secure a qualified contractor for the removal and replacement of warranted water meters. The scope of work involves replacing defective, damaged, or malfunctioning meters, specifically replacing Gen 1 E-Series ultrasonic meters with mechanical meters featuring HRE encoders. The project includes the verification of service line specifications, installation of new gaskets, and the programming of AMR/AMI endpoint IDs. All work must be performed within the City of Bedford and completed within 210 to 240 days of the award. The contractor is responsible for providing all labor, equipment, and materials, and must adhere to AWWA, NIST, OSHA, and EPA standards, as well as the Texas Manual on Uniform Traffic Control Devices. The contract will be awarded to the lowest responsible bidder who meets all specifications. Required submission documents include a proposal submittal checklist, bid pricing, a questionnaire with references, a submittal affirmation form, a HUB questionnaire, a conflict of interest form, and a bid bond equal to 5 percent of the anticipated cost. Performance and payment bonds are required if project costs exceed 100,000 dollars and 50,000 dollars, respectively. Payment terms are Net 30 per the Texas Prompt Payment Act. The City reserves the right to terminate the contract without cause upon 30 days written notice and maintains the right to perform random quality-control re-inspections to identify defective work.
