The City of Fontana Engineering Department is seeking to develop a comprehensive Water Quality Management Plan (WQMP) Handbook aimed at consolidating all existing city documents and requirements related to water quality management into a single, user-friendly resource. This initiative is designed to streamline the current process, which presently directs developers to the County of San Bernardino for guidelines. The new handbook will clarify the types and methods of treatment options that are easily maintainable by the City’s staff and contractors, without redefining the overall WQMP process. It will serve as an educational tool for both internal staff and the public, outlining the basic requirements, applicable parties, and procedures involved in WQMP compliance. Additionally, the document will specify City-approved treatment systems and establish a clear review and approval process for applicants, ensuring consistency and efficiency. Alongside the handbook, the vendor will be responsible for revising and updating the existing informational tri-fold handout to reflect the new procedures. Once completed, the project includes conducting at least two workshops to educate stakeholders on the revised review and plan check processes for WQMP submissions. This effort aims to improve understanding, streamline approval workflows, and ensure that all parties are well-informed about the City’s current standards and procedures for water quality management. The contract, posted under solicitation number SP-05-DE-16, was issued by the City of Fontana, California, with a response deadline of August 26, 2015, and is managed by primary contact Sid Lambert.

Full Description

The City of Fontana Engineering Department would like to create a Water Quality Management Plan (WQMP) Handbook that will combine all existing City of Fontana documents and requirements for WQMP together into one easy-to-use document. Currently, the City of Fontana directs developers to the County of San Bernardino for guidelines to follow when preparing the WQMP. The goal of the WQMP handbook is to refine the types and methods of treatment options to those that can be easily maintained by existing City of Fontana staff and contractors. The handbook is not intended to redefine the WQMP process, it is simply intended to streamline and educate both the public and internal staff on current City procedures. This document will explain processes and procedures and will be used by both internal City staff and the public. The Handbook will cover the basics on WQMP requirements, who it applies to, and how. The document will cover City of Fontana preapproved treatment types. A list of preapproved systems will be created in conjunction with this document. The process for review and approval that applicants will undergo will be defined for both applicants and City staff. In addition to the handbook, the vendor will revise and update the existing tri-fold informational handout. Once the handbook is complete, a minimum of two workshops shall be held on the new review and plan check process of a WQMP document that will be the product of this process and handbook.
