The contract involves comprehensive water treatment services at SUNY New Paltz, focusing on sampling, testing, chemical treatment, and reporting for both open and closed loop water systems across the campus. Key responsibilities include conducting Legionella testing every 90 days on all cooling towers during their operational periods, with samples cultured and analyzed at NYS ELAP-certified laboratories. The contractor is also tasked with following the detailed procedures outlined in the campus’s Cooling Tower Management Program, which encompasses seven cooling tower systems with a total of 11 cells, monitored via WalChem WT600-CT controllers. While the contractor handles all aspects of water treatment and system monitoring, the physical cleaning of cooling towers is the campus’s responsibility, involving inspection and removal of sediment, sludge, and scale using specified cleaning methods. The contract is set for a five-year term, with a due date for bids of November 3, 2025, and a project value estimated between $500,000 and $1.5 million. It covers all counties within New York State and emphasizes compliance with state procurement laws, including encouragement of minority and women-owned business participation, although there are no set-aside goals for service-disabled veteran-owned or women-owned businesses. The procurement process is managed through a formal bidding procedure detailed in the attached IFB documents, which specify technical and administrative requirements, including adherence to environmental and safety standards. The contract aims to ensure ongoing, compliant water system management and Legionella control across the campus’s water systems, supporting SUNY New Paltz’s commitment to health, safety, and regulatory compliance.
