AI Contract Overview
The contract solicitation FA449726Q0031 seeks a small business to provide comprehensive water treatment services for HVAC and related systems at Dover Air Force Base, Delaware, under a Firm-Fixed-Price structure using Simplified Acquisition Procedures in accordance with FAR Subpart 12. The work encompasses maintenance and service of condensers, thermal ice storage systems, closed-loop heating and cooling systems, gas-fired hot water systems, and water softeners, with strict performance requirements including monthly 100% system testing, submission of monthly salt usage reports for water softeners, and bi-monthly glycol testing for freeze point, conductivity, and pH. The solicitation is a Total Small Business Set-Aside under NAICS code 238220 with a $19 million size standard, and all offerors must be SAM-registered and meet stringent personnel qualifications, including five years of continuous experience in HVAC water treatment systems and having a chemical engineer on staff, with resumes subject to pre-award approval. The contract has a base year from October 2026 through September 2027 and includes four option years extending through September 2031, with a maximum possible duration of five years and six months under FAR 52.217-9. All pricing must be submitted using the updated Quote Schedule (Attachment 14), which now utilizes Government-established Not-To-Exceed amounts for Propylene Glycol instead of firm-fixed unit pricing, and all offerors—regardless of prior submissions—must re-submit using the revised documents including the updated PWS, Evaluation Addendum, and Quote Schedule. The evaluation process employs a Lowest Price Technically Acceptable methodology, where proposals must pass pass/fail gates on Technical Acceptability across four subfactors (Technical Approach, Staffing & Transition, Quality Control, and Mission Essential Plan) and demonstrate acceptable Past Performance. Award is based on the Total Evaluated Price, including base, options, and the six-month extension under FAR 52.217-8. Contractors must comply with numerous FAR and DAF clauses including cybersecurity, whistleblower protections, anti-kickback, and contractor identification requirements, and submit all invoices via Wide Area WorkFlow using specified DoDAAC codes. Performance reports must be submitted by October 31 annually via the ECMRA portal. The requirement is funded for FY27 and is subject to availability of funds upon fiscal year commencement.
