The requirement is for two specific waveguide assemblies—Straight Candy Cane, 8FT and 6FT—designed for the AN/SPS-73 Antenna, to be manufactured in full compliance with detailed technical drawings and a statement of work, with all units subject to government inspection and acceptance at the destination. The acquisition follows FAR Part 12 commercial item procedures and is structured as a Firm Fixed Price contract with a Low Price Technically Acceptable evaluation methodology, where only offers meeting all technical, delivery, and past performance thresholds will be considered, and award will go to the lowest-priced technically acceptable responder. Offerors must be registered in SAM.gov and are subject to a class waiver to the non-manufacturer rule, allowing small business contractors to supply products produced by others. Delivery is FOB Destination to NSWC Crane, Building 41 Receiving, with packaging and marking requirements strictly aligned to MIL-STD-129 and MIL-STD-130N, mandating unique item identification via Data Matrix symbology with specific character dimensions, enterprise identifiers, and serial numbers. All units must be accompanied by a Test Inspection Report and a Critical Defect Investigation Report, with compliance enforced under cybersecurity standards including NIST SP 800-171 and DFARS requirements for safeguarding covered defense information. Offers must be submitted via email to the designated contracting officer by May 22, 2026, at 5:00 PM Eastern Standard Time, and must include completed SF 1449, delivery addendum, technical evaluation matrix, and supporting documentation in PDF or Microsoft Word format. Pricing is not provided in the solicitation and must be submitted by the offeror, with base quantities set at five units per item and multiple optional quantities extending through four years post-award, subject to separate exercising periods. The government maintains full control over inspection and acceptance, with no origin inspection permitted, and payment must be processed through Wide Area WorkFlow exclusively, using authorized document types specified in DFARS clauses. All offerors must affirm their small business status, disclose any use of prohibited telecommunications equipment, and certify compliance
