The contract requires the fabrication, installation, removal, and disposal of nineteen in-ground low-profile cantilever-style wayside bases across four National Park Service sites in Philadelphia, Pennsylvania—Independence National Historical Park, Thaddeus Kosciuszko National Memorial, Edgar Allan Poe National Historic Site, and Gloria Dei Church National Historical Site—with the disposal of sixteen existing bases. Work must be performed under a firm-fixed price contract awarded to a small business under NAICS code 339950, with a size standard of 500 employees, and is designated as a total small business set-aside. The performance period is 150 calendar days, beginning July 15, 2026, and ending no later than December 1, 2026. All work must comply with detailed specifications in Attachment C, including adherence to Section 106 of the National Historic Preservation Act, federal OSHA and state safety regulations, and accessibility standards under the ADA, ABA, and Section 504. Contractor deliverables include fabricated bases, four pints of NPS charcoal touch-up paint, shop drawings, photo documentation of prototypes, a maintenance manual, warranties, and a comprehensive close-out package uploaded to a centralized platform. All proposals must be submitted electronically by 5:00 PM ET on July 1, 2026, to the designated contract specialist, and are subject to review under evaluation factors emphasizing the project manager’s five years of experience with historically accurate augmented reality content, technical capability, past performance, and price. The contractor must maintain an active SAM registration, possess a Unique Entity Identifier, CAGE code, and TIN, and provide 100 percent payment protection via bond, letter of credit, or certificate of deposit. Daily safety meetings, strict site cleanup, and adherence to prohibited communication rules—including bans on social media and photography without written COR authorization—are mandatory. All invoices must be submitted electronically through the Treasury’s IPP, preceded by a pencil copy review by the COR. Title to all installed items passes to the government upon acceptance, with a one-year warranty covering defects in materials, design, or workmanship.
