The Department of Labor and Industrial Relations (DLIR), Workforce Development Division (WDD) will be developing a Request for Proposal to procure training services for calendar years 2026-2028 to upgrade the skills of incumbent workers under the Employment and Training Fund (ETF) Program also known as the ETF Employer Referral Program (Micro Program). ETF's purpose is to enhance business growth and improve the long term employability of Hawaii's people. Through ETF's Employer Referral Program, private sector employers can refere their employees to existing short-term, non-credit training courses such as those offered at the University of Hawaii Community Colleges and other ETF-approved public and private training vendors. As part of its planning process, WDD is seeking comments, input and information from current and prospective trainng providers and the community to ensure the RFP will address the training needs of the State's incumbent workforce while complying with program polices and procedures established pursuant to Chapter 383-128, Hawaii Revised Statutes, and Sections 12-6-1 through 12-6-2 and 12-6-22, Hawaii Administrative Rules.
