The State Corporation Commission of Virginia, through its Bureau of Financial Institutions, is soliciting proposals under solicitation number SCC-26-018-BFI to establish a contract for a real-time, Internet-accessible short-term lending database solution. This system will be utilized by the Commission and all Virginia short-term lending licensees to perform real-time borrower eligibility verification, manage loan-level data, and generate analytics on loan activity and database usage. The solution must comply with regulatory standards including 10VAC5-200-110 and statutory FOIA exemptions under section 6.2-1810(B), and the supplier may be required to provide SOC 2 or ISO 00 certifications. Full Description

The Securities and Exchange Commission (SEC) has a requirement for a Web traffic/marketing solution analysis tool. A significant portion of investor complaints include websites in addition to or in lieu of individual actors names. As more investment activity (and potential fraud) moves online, the need for a web traffic tool becomes critical. SEC staff needs insight into traffic to the named sites, including current data; historical data (2+ years); country of origin; and potential links to other sites operated by the same actors and/or hosts, as they evaluate the relative merit of investor complaints and determine their disposition. Lacking this information, the SEC staff has limited ability to estimate how widespread a scheme's reach may be; where its investor-victims may be located; or where its owner-operator may be located. The SEC intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Similar Web Inc for the SimilarWeb PRO Marketing Solution Premium Package, as these requirements cannot be met as effectively by existing resources. This is a notice of intent, not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Friday, August 7th, 10:00 AM, EDT. Interest/capability statements may be sent to Karen Glass at glassk@sec.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
