Shall be in accordance with (IAW) Detailed Specification MIL-DTL-4088L, WEBBING, TEXTILE, WOVEN NYLON dated 1 April 2021. . The webbing is for use in the manufacturing of military tentage, clothing and equipage items used by the Department of Defense. . Weight: 0.32 ounces per linear yard maximum Breaking strength: 600 pounds minimum Fiber material: Nylon Weave type: Twill Design type: Flat Color: Yellow, Chip Number: 13655, IAW AMS-STD-595A according to an e-mail response from the Navy ESA Focal Point dated 1/20/2026 referencing DSCP-FQ-38176, and the MIL-DTL-4088L. Roll Length: 90 yards minimum to 110 yards maximum . The unit of issue is a Yard (YD). . Each roll of the finished webbing shall be labeled or ticketed for fiber content in accordance with the Rules and Regulation Under the Textile Fiber Products Identification Act. . Identification tickets. Each roll or spool shall have a ticket attached with not finer than 5-ply cotton string doubled to not less than 6

The tickets shall be made of paperboard not less than 0.015 inch in thickness and the color shall be manila or light in intensity to permit easy reading of printed, stamped or typed markings. The use of handwritten entries is prohibited. The ticket shall have clipped corners at the end where a reinforcing patch (with or without a metal eyelet) is firmly affixed for attaching the tying string. The ticket shall be legibly printed with water insoluble ink with the following information: -Stock number -Nomenclature -Specification number -Yardage -Contract number and date of manufacture (month and year) -Contractor's name -Name of contracting agency. . Each roll or spool of webbing shall be labeled or ticketed for fiber content in accordance with the Rules and Regulations under the Textile Fiber Products Identification Act. . TEST REPORTS AND COMPONENT CERTIFICATIONS IN ACCORDANCE WITH Revision 1 of the DLA TROOP SUPPORT CLOTHING & TEXTILES ADDITIONAL QUALITY ASSURANCE REQUIREMENTS dated August 2021 ARE REQUIRED WITH ALL CONTRACT COMPONENT LOTS. Please note a Certificate of Compliance (CoC) may be submitted in lieu of physical testing and the certified test reports, provided the total cost of the contract does not exceed $100,000 (per page 14/45 of the DLA Troop Support Additional Quality Assurance Requirements dated August 2021)

Identification of Testing Sites. Unless the contract mandates a Government laboratory be used to conduct testing, the prime contractor shall identify all testing sites that will perform any test required by the terms of the contract, including end item testing.
Any laboratory proposed by the contractor is subject to the approval of

the contracting officer. Testing facilities shall be subject to on-site witnessing of testing by the Government. The use of a laboratory previously approved by the Government is not a guarantee that testing will be performed properly, nor does it relieve a contractor from the contractual obligation to present conforming supplies accompanied by true, accurate, and valid test results.
Certification of Testing Sites. The prime contractor shall identify a technical point of contact for the testing site and provide current contact information. The prime contractor should alert the technical point of contact that the certification process has begun. A current ISO 17025 accreditation whose scope encompasses the contractual testing or equivalent will be accepted. When a testing site and its contact information are provided to DLA Contracting and the DLA Product Specialist, the product specialist will initiate a request for the DLA Product Test Center (DLA-PTC) to certify the lab. This request will be managed via an internal DLA Troop Support process.
In the absence of an appropriate ISO 17025 accreditation, the DLA-PTC will compare all required testing in the contract to the commercial lab capability. If the testing facility is new and/or unknown to the DLA-PTC, a lab certification survey (DLA Form 6005) will be provided for submission.
