Full Description

[NOTICE OF INTENT] - The Social Security Administration (SSA) intends to negotiate solely with Immix Technology, Inc. located at 8444 Westpark Dr., Suite 200, McLean, Virginia 22102 for the purchase of a maintenance renewal of Information Builders WebFOCUS distributed software. SSA conducts this acquisition pursuant to Federal Acquisition Regulation (FAR) 8.405-6(b)(1), Items peculiar to one manufactuer, which states, "Brand name specifications shall not be used unless the particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency's needs." SSA uses WebFOCUS products for critical programs such as the Health Information Technology (HIT), Disability Adjudication Reporting Tool (DART) and Court Unified Resource Information Activity (CURIA). Market research has shown that only WebFOCUS software maintenance can meet the agency's needs. The intended period of performance for this maintenance is 04/01/2015 through 03/31/2016. This software is proprietary. Immix Technology, Inc. is the only General Services Administration (GSA) Federal Supply Schedule (FSS) contract holder authorized to reseller Information Builders, Inc.'s WebFOCUS products. Therefore, Immix has access to the source code necessary to provide the required maintenance subscription composed of version updates, fixes and telephone support. This posting constitutes SSA's notice of intent to negotiate on a limited source basis with Immix Technology, Inc. for the above specified requirement. SSA does not intend to pay for any information received. If SSA does not identify other acceptable sources capable of providing the software maintenance and relevant upgrades, then it will issue a limited source award to Immix Technology, Inc. using the policies and procedures in FAR Part 12, in conjunction with those in FAR subpart 8.4. Interested vendors must submit detailed responses (with substantiating documentation) to this notice via email to Madeline.Bryant@ssa.gov by 1200 EST on 02/18/2015. We will not consider simple marketing information (Capability Statements) or incomplete responses. We will not consider reference to vendor web sites as a valid response. A solicitation is NOT available. Therefore, written and/or verbal requests for copies of a solicitation related to this announcement will not be honored.
