Website Replacement Needs Assessment

The Thunder Bay District Health Unit (TBDHU) is soliciting proposals under RFP 005-2026 for a Website Replacement Needs Assessment. The objective is to engage a professional proponent to identify business needs and strategic web design solutions to inform a subsequent Request for Proposal for the build of a new corporate website. The successful vendor will be responsible for delivering a comprehensive report by May 15, 2027, detailing the scope, specific requirements, and deliverables for a modernized, mobile-friendly, and responsive website. Key technical requirements for the future site include compliance with the Accessibility for Ontarians with Disabilities Act (ADA) and WCAG 2.0 Level AA standards, as well as considerations for Drupal 11, SEO, cybersecurity, and data residency. Proposals must be submitted electronically via the Bids&Tenders portal by September 22, 2026. The evaluation process is based on a 120-point scale, considering compliance, experience, scheduling, environmental and social stewardship, innovation, and cost, with a minimum non-cost score of 49 points required to proceed. Mandatory submission documents include a detailed schedule of pricing and several administrative appendices covering conflict of interest, tax compliance, and agreement execution. Notably, the proponent selected for this needs assessment is prohibited from bidding on the subsequent website build RFP. Performance may be conducted virtually or in person, and the contract will be awarded based on the best overall value rather than the lowest cost.
