The U.S. Department of Energy's Office of Petroleum and Biofuels Statistics plans to award a sole source contract to I.H.S. Global, Inc. for providing comprehensive weekly and monthly statistics on oil and gas wells drilled across the United States. The data will include details such as completion status (oil, gas, dry wells), geographic breakdowns by province and state, success ratios by state or other regions, and operator summaries. I.H.S. Global, Inc. is identified as the sole provider of this specialized data, justifying the sole source procurement under federal competition exemption guidelines. The contract will cover one base year with four option years for continuation. The DOE has issued this notice as an intent to award rather than a request for proposals and will consider any capability statements and pricing information submitted by interested firms by March 13, 2013, should they contest the sole source determination. The government retains discretion to decide whether to pursue a competitive procurement based on such submissions. This action supports DOE’s need for accurate and timely petroleum and biofuels statistics essential for energy administration and policy purposes.
