All offerors must be registered in SAM prior to the quote due date and submit proposals electronically including a technical volume, past performance volume, and a completed SF 1449 with Attachment 01, the pricing schedule. Proposal volumes are subject to strict page limits and formatting rules, and price cannot be mentioned in the technical volume. The supplies covered include welding electrodes, gases such as oxygen and acetylene, welding and cutting equipment, tools, and safety gear, delivered FOB destination to multiple ERDC locations including Vicksburg, Hanover, Champaign, Alexandria, Duck, Lewisville, Mobile, Fox, and Fairbanks. Offerors must comply with stringent security protocols, including U.S. citizenship requirements for delivery personnel, adherence to AR 190-22 for prohibited items, and coordination of visits with the TPOC.
