System outputs must be delivered in Microsoft Excel, RTF, or PDF formats with query history and case management functionality, and mobile query results must be retained for at least seven days. The solution must fully comply with Section 508 accessibility standards, requiring a completed VPAT or HHS Section 508 Evaluation Template, and integrate seamlessly with existing FDA systems without modifying application code or introducing performance or maintainability issues. This is a Lowest Price Technically Acceptable procurement under FAR 52.211-6, meaning award will be made to the offeror whose proposal meets all salient functional requirements at the lowest price. The contract has a one-year base period with four one-year option periods, for a potential total duration of five years. All proposals must demonstrate functional equivalence to the named product and proven deployment in comparable law enforcement or government environments. Invoices must be submitted in hard copy only and include complete EFT banking details, routing transit number, and account number as mandated by 52.232-33, and must reference the correct TIN as required by 52.232-25.
