AI Contract Overview
The Western Federal Lands Highway Division (WFLHD) is seeking design-build services for a two-phase renovation of its main office building located at 610 E 5th Street, Vancouver, Washington. The project, with an estimated budget ranging from $25 million to $35 million, addresses deferred maintenance, code compliance issues, and updates to modern office layouts in a facility composed of three wings built in 1932, 1952, and 1977. Key tasks include upgrading office and materials lab spaces, remedying deficiencies related to ADA accessibility, fire safety, and structural requirements, as well as implementing utility improvements such as enhanced electrical service, secondary water connections, and stormwater management. Additionally, the project will involve reconfiguring parking areas and requires hazardous material assessment and abatement, particularly for asbestos and lead-based paint. The Government plans to utilize a two-phase design-build selection process, beginning with Phase I in summer 2026 through full and open competition via SAM.gov. In Phase I, firms will submit capability proposals to demonstrate their qualifications, with no more than five firms advancing to Phase II. The final award decision will be based on a best value trade-off considering technical merit, past performance, and cost. Solicitation documents, including technical data, will be provided only upon solicitation release, and interested parties are advised not to request drafts or solicitations prematurely. The project scope and timeline remain subject to change, delay, or cancellation at the Government’s discretion.
