Westminster District Court Snow Removal Services Contract

The Maryland Department of General Services is soliciting snow removal services for the Westminster District Court/Multi-Service Center located at 101 N. Court St., Westminster, Maryland. The contract spans a three-year period from November 15, 2026, through April 30, 2029. The selected contractor must provide all necessary equipment, operators, fuel, and materials, including sand and salt, to clear parking areas and roadways. Key performance requirements include commencing operations within two hours of notification and correcting any service deficiencies within one hour of notice. The use of track vehicles is strictly prohibited, and the contractor is liable for any damage caused to state-owned property. Award will be granted to the responsive and responsible bidder offering the lowest base bid, consisting of flat hourly rates for a four-wheel drive with plow and spreader, a dump truck, a front-end loader, and snow blowing/shoveling services. Optional alternates for bagged chemicals, bulk chemicals, and additional manpower may also be awarded based on funding availability. Bidders must demonstrate at least three years of successful experience in similar services and submit a Bid/Proposal Affidavit certifying compliance with non-discrimination laws, drug-free workplace standards, and bribery convictions. Invoicing must be submitted to the Maintenance Supervisor within 30 days of service, and all payments will be processed via Electronic Funds Transfer.
