AI Contract Overview
Hillsborough County intends to award a sole source procurement to Agora Water Solutions LLC for the installation and maintenance of proprietary Wet Well Wizard aerator systems. The contract covers a five year period from 2027 through 2032 with an estimated total cost of 5,371,140.00. These systems are designed to introduce dissolved oxygen into wastewater to reduce hydrogen sulfide gas, grease mat formation, and ragging, while ensuring air is not drawn into water pump volutes. The procurement is justified under Section 3-205(2)(b) of the County Procurement Policy because Agora Water Solutions is the sole provider and patent owner of the technology, which is protected by U.S. patents 9,968,895, 10,752,530, and 11,318,426. The agreement is structured as a fixed price contract with a unit price of 13,350.00 per system, held flat for the duration of the term. The County anticipates an annual volume of 60 to 80 units, resulting in an estimated annual spend between 801,000.00 and 1,068,000.00, with freight billed separately at actual cost. The County maintains the right to extend the time period, adjust the scope of services, and increase the award amount based on changing requirements. This sole source award is intended to maintain compatibility with the existing integrated wastewater infrastructure already utilizing Wet Well Wizard systems across all County managed lift stations.
