The Bureau of Engraving and Printing is conducting market research via a Sources Sought notice to identify qualified small business contractors for asbestos-containing material removal services at the Eastern Currency Facility in Washington, D.C. The government intends to establish a three-year Firm-Fixed-Price Blanket Purchase Agreement starting November 22, 2026, with individual task orders issued based on an established pricing schedule. The scope of work involves abatement services within the Main and Annex Buildings, requiring strict adherence to federal and local regulations, including NESHAPS, OSHA, and District of Columbia Municipal Regulations. Contractors must implement rigorous quality control and packaging standards, such as double-bagging waste in 6-mil polyethylene bags and maintaining materials in a wet state. Key deliverables include providing abatement plans and cost estimates within five days of inspection and uploading clearance results to the DOEE Asbestos e-Permitting System within 24 hours of completion. Due to the secure nature of the facility, personnel must obtain access to the Controlled Industrial Area, maintain strict confidentiality, and adhere to stringent security protocols, including the prohibition of weapons on site. Interested respondents must submit a capability statement and specific socioeconomic information by September 25, 2026, to assist the government in determining the final acquisition strategy.
