The acquisition is conducted as a commercial item under FAR Part 12 using a firm-fixed price purchase order and is unrestricted, allowing all responsible sources to respond, with a small business size standard of 1,250 employees. Only the brand-name item manufactured by Chelton Limited (CAGE U1907) will be considered, and full traceability to the OEM is mandatory, requiring a documented, auditable chain from manufacturer to delivery. Each quotation must include a Certificate of Conformance per FAR 52.246-15, signed by an authorized representative, along with the manufacturer’s COC and, if applicable, a distributor’s traceability certification. The government retains the unilateral right to exercise the option for additional units within 365 days of award at the same price and lead time. Packaging must exclude prohibited materials like Styrofoam or peanuts, require individual containment, corrosion protection for one year of storage, and proper internal and external labeling including NSN, part number, serial number, and purchase order details. Delivery is F.O.B. Destination to Elizabeth City, North Carolina, with final inspection and acceptance performed by USCG personnel at the receiving facility. Attachment 1 contains the applicable terms, conditions, and evaluation criteria, while Attachment 2 provides the redacted Justification for Other Than Full and Open Competition.
