The Department of Safety and Professional Services (DSPS) in Wisconsin is soliciting bids for the production of a Wisconsin Home Owner Certificate for Manufactured Homes, with an initial contract period of one year starting February 7, 2025, and extending through February 6, 2026. The contract includes options for two automatic one-year renewals, potentially extending the agreement until February 6, 2028, unless either party provides written notice of non-renewal at least 30 days prior to the expiration of each term. The project involves producing a specified quantity of certificates—either 5,000 or 10,000 units—though only one quantity will be ordered. The certificates are to be printed on 8-1/2” x 11” recycled, dull white paper with no optical brighteners, featuring heat-resistant, erasable ink in multiple colors on the front and gray on the back, with a minimum of 10% post-consumer recycled content required. The certificates must include security features such as a hidden “VOID” word in erasable ink that appears when copied, and vendors are responsible for providing pantograph options for the security design. Artwork elements, including the placement of the pantograph, state seal, and border, will be negotiated with DSPS. The certificates are to be packaged in shrink-wrapped bundles of 500 with chipboard, placed in labeled cartons weighing no more than 40 pounds each.
