Solicitation DAF27TZ02-DV006, issued by the United States Air Force under the Department of Defense, seeks innovative antenna solutions for RF photonics modules to support civilian and military applications such as UAVs and autonomous vehicles. The goal is to replace bulky antenna solutions with compact, low-profile technology that integrates with standard RF photonic packaging without compromising operational bandwidth. The project is structured as a Small Business Technology Transfer (STTR) effort with a total small business set-aside. Phase I requires the numerical analysis of a broadband antenna module compatible with RF photonics, while Phase II focuses on a proof-of-concept experiment integrating the module with a selected RF photonics system. Key performance metrics include high RF regime performance and bandwidth exceeding Chu's limit. The contract has a maximum award duration of 24 months. Proposals must be submitted via the DSIP portal by January 6, 2027, and are evaluated based on technical merit, investigator qualifications, and commercial potential. Applicants must be registered in the System for Award Management (SAM) and the SBA Company Registry. Mandatory requirements include a safety hazard analysis for hardware development, a risk-based cybersecurity assessment, and full disclosure of foreign affiliations. Deliverables consist of prototype hardware or software, scientific and technical reports, and a final report with a project summary. Payment is processed through Wide Area WorkFlow (WAWF) and Electronic Submission of Payment Requests.

Full Description

Given its inherent broadband capabilities, RF photonics is a promising technology for both civilian and military applications. It is employed in several platforms, including autonomous vehicles, UAVs, and mobile devices, to sense and navigate complex environments and detect and track mobile targets, among many other use-case scenarios. Current studies are establishing and advancing RF photonic technology for several applications. However, these advances, especially in the radio frequencies or lower millimeter-wave regime, are still based on bulky antenna solutions, preventing the realization of compact systems that can be easily accommodated in small platforms. Proposals are sought to provide innovative antenna solutions addressing the need for integration with commonly packaged RF photonic modules without impacting their operation bandwidth. The proposed efforts shall build upon the existing integration-friendly antenna solutions to develop a novel antenna technology amenable to integrating electrically small broadband RF-photonic modules. By the end of Phase I, a broadband antenna module compatible with RF-photonics should be numerically analyzed. Phase II should focus on a proof-of-concept experiment of the integrated broadband antenna module with a selected RF photonics system. Overall, this topic aims to advance RF photonics technology with integrated antennas to meet demanding requirements, such as large bandwidth, reduced size and weight, and low profile. Relevant metrics that the proposers should consider are an antenna solution fully compatible to be integrated with the standard packaging topologies of RF photonic modules, an antenna module with excellent performance in the high RF regime, and with a bandwidth beyond Chu's limit.

Strategic Environmental Research and Development Program Core Broad Agency Announcement
Solicitation # W912HQ27S0001
The Department of War’s Strategic Environmental Research and Development Program (SERDP) has issued a Broad Agency Announcement to fund research in Environmental Restoration, Resource Conservation and Resilience, and Weapons Systems and Platforms. This initiative seeks innovative technologies and methods to improve performance, manage risks, and reduce costs for the Department of War. Both small and large businesses are encouraged to respond, with an anticipated total funding pool of approximately $10 million for multiple awards. The solicitation is governed by NAICS code 541715, and any large business or non-profit proposal exceeding $900,000 must include a Small Business Subcontracting Plan. The selection process is a multi-stage review consisting of a pre-proposal, a full proposal, and an oral presentation to the Technical Review Board. Pre-proposals must be submitted as a single PDF via the SERDP website by 2:00 p.m. Eastern Time on January 7, 2027. Evaluation is based on a threshold review of SERDP relevance, followed by a weighted assessment of technical merit, personnel, and cost. Full proposals will additionally be evaluated on a transition plan. All contracts will include mandatory cybersecurity requirements per DFARS 252.204-7012, and proposals containing restricted information such as ITAR or EAR data are not accepted.

Research, Development, Test & Evaluation (RDT&E) Support for the Center for Corrosion Science and Engineering (CCSE)
Solicitation # N0017326RGF02
The Naval Research Laboratory is soliciting proposals for a Cost-Plus-Fixed-Fee Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide Research, Development, Test and Evaluation (RDT&E) support for the Center for Corrosion Science and Engineering (CCSE). This small business set-aside effort has a maximum ceiling of 85 million dollars over a 60-month ordering period, with a performance period running from February 28, 2027, to February 27, 2032. The scope of work focuses on four primary areas: corrosion science and engineering, material science and environmental compatibility, marine coatings science and technology, and technology transfer, field demonstrations, and engineering support. The contract includes an initial Task Order 1 focused on warfighting platform readiness, requiring a total of 30,720 annual hours across 17 labor categories. The government will award the contract based on best value using a tradeoff process, prioritizing technical understanding and approach, followed by past performance, and then cost. Staffing and key personnel qualifications, including an IT Specialist IV and Program Manager IV, are evaluated as an acceptability factor. Due to the nature of the work, personnel must possess Secret security clearances, and the contractor must maintain a Top Secret facility security clearance. Performance is primarily based at the Naval Research Laboratory in Washington, DC, and requires strict adherence to OSHA safety regulations, NISPOM for classified shipments, and specific cybersecurity protocols to maintain network accreditations. Proposals must be submitted in five volumes, including a native Excel cost workbook, by the extended deadline of November 17, 2026.
