Valley Water is seeking experienced and qualified firms to develop a comprehensive wildfire risk assessment framework and modeling protocol aimed at establishing integrated wildfire risk profiles for its land rights and High-Value Resources and Assets (HVRAs). The project involves creating a geospatial risk assessment framework that integrates multiple data sources, considers regulatory requirements, and assigns appropriate weights to various HVRAs to accurately evaluate wildfire risks. The scope includes identifying data gaps, sourcing additional information, and developing methodologies for field assessments to determine site vulnerabilities, fuel reduction strategies, and long-term maintenance plans that balance ecological and cultural resource protection with fire mitigation efforts. The contract emphasizes the importance of establishing mechanisms for ongoing review and updates to the risk models, ensuring adaptive management capabilities. It also requires prioritizing vegetation management treatments based on risk mitigation potential and developing a risk-based wildfire management framework that guides strategic decision-making. This framework should address where and how wildfire risks can be most effectively mitigated, evaluate the impacts of different treatments on risk factors and HVRAs, and identify cost-effective combinations of activities. The overall goal is to support Valley Water’s land management strategies by providing actionable insights that reduce fire severity, protect ecological corridors, and enhance resilience against wildfire threats across Santa Clara County’s diverse landscapes.
