THIS IS NOT A �REQUEST FOR PROPOSAL (RFP)� TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. REPSONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. SCOPE OF WORK ELIGIBILITY The applicable NAICS code for this requirement is 811310 or 221115 with a Small Business Size Standard of $7,500,000. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Scheduled Maintenance Scheduled maintenance shall incorporate recommendations based on the specifications for the Nordic Windpower N1000 operations manual and account for service requirements that change by year. Scheduled maintenance shall include 2 site visits per year, monthly reporting, monitoring support, management of quick response resets, consumables. It is the GSA desire for the contractor to procure and purchase wind turbine maintenance consumables that will be stored on-site for future use. The consumables inventory will allow the contractor to dispatch technicians knowing that lubricants and other basic supplies are available. Items considered as consumable include but are not limited to: � Yaw grease � Generator grease � Yaw auto grease � Gear oil � Hydraulic fluid � Yaw motor � Assorted Filters Unscheduled maintenance/Spare Parts It is GSA�s desire for the contractor to purchase (with review and discussion by GSA) spare parts that will be stored on-site for future use. Items considered as spare parts include but are not limited to: � Anemometer � Cabling � Lightening arrestor � Assorted sensors � Rotary union Semi-Annual Inspections Semi-Annual inspections will be conducted 2 times per year allowing technicians to visually inspect the turbine, investigate availability issues, investigate faults, and perform tuning and adjustments that maximize turbine performance and availability. Monitoring Support and Reporting Provide daily monitoring and remote resets for the wind turbine. Contractor will work with local port staff when a fault requires a hands-on reset. Ethos will notify port staff when a �hands� on reset is required, and will provide phone support for the local staff during the reset. Contractor shall provide monthly reporting to GSA project manager containing monthly production and turbine availability. Contractor is responsible for all training of current and future site staff. Contractor is responsible for providing safety equipment to any site staff. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 11 pitch. The deadline for response to this request is no later than 2:00 PM Central Time, October 25, 2019. All responses under this Sources Sought Notice must be e-mailed to cody.lee@gsa.gov. This documentation must address at a minimum the following items: 1) What type of work has your company performed in the past in support of the same or similar requirement? 2) Can or has your company managed or been involved in a contract of this nature? If so, please provide details 3) Provide your company�s subcontracting experience in support of the same or similar requirement. 4) What specific technical skills does your company possess which ensure capability to perform the tasks? 5) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. 6) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. The estimated contract period of performance will consist of one base year and four option years. The contract type is anticipated to be firm-fixed price. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Cody Lee, in either Microsoft Word or Portable Document Format (PDF), via email at cody.lee@gsa.gov. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls accepted.
