. NOTICE ID: NR-MAC200-22-00885 NOAA'S AIR RESOURCES LABORATORY (ARL), ATMOSPHERIC MODELING AND SCIENCES DIVISION (ASMD) OFFICE, INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(B)(1), WITH VAISALA FOR A PURCHASE OF WINDCUBE - VERTICAL PROFILER LIDAR WCL21 (QTY 1) INCLUDING TRAINING FOR OPERATION OF THE WINDCUBE TO BE DELIVERED TO OAK RIDGE, TN. THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) REQUIREMENT THAT VAISALA IS THE ONLY VENDOR THAT MANUFACTURES AND DISTRIBUTES THIS VERTICAL PROFILE LIDAR. WIND LIDARS ARE CRITICALLY IMPORTANT FOR NOAA'S WEATHER PREDICTION CAPABILITY AS WELL AS FOR INTENSIVE OPERATIONAL RESEARCH STUDIES ESPECIALLY THOSE THAT INVOLVE MONITORING WINDS AND TURBULENCE IN THE LOWER BOUNDARY LAYER. A LEOSPHERE (NOW PART OF VAISALA) WINDCUBE LIDAR WAS USED IN A RECENT SEVERE WEATHER RESEARCH CAMPAIGN IN THE SOUTHEASTERN U.S THE DATA ACQUIRED FROM THE LIDAR WAS A CRITICAL PART OF THE ANALYSIS OF THE LAND-ATMOSPHERE INTERACTIONS FOR THE SEVERE WEATHER STUDY. THESE PARTICULAR LIDARS ARE ALSO BEING USED IN THE WIND ENERGY SECTOR TO PROVIDE WIND SPEED DATA NOT ONLY AT HUB HEIGHT BUT ALSO CAN PROVIDE A PROFILE OF WIND AND TURBULENCE VALUES UP TO 300 M. THESE SYSTEMS CAN OPERATE RELIABLY FOR LONG PERIODS OF TIME AND TRANSMIT DATA IN NEAR-REAL TIME. FOR A BETTER UNDERSTANDING OF THE ATMOSPHERIC PROCESSES IN THE SOUTHEASTERN U.S. ACQUIRING A 3-D WIND LIDAR WAS CRITICAL FOR ADVANCING OUR UNDERSTANDING OF CONVECTIVE TRIGGERS AND CONVECTIVE INITIATION IN THE SOUTHEAST. FROM CONVERSATIONS AND DISCUSSIONS WITH NOAA'S MOST EXPERIENCED WIND LIDAR SYSTEMS, THE WINDCUBE 3-D WIND LIDAR SYSTEMS HAS BEEN DEMONSTRATED TO BE THE MOST RELIABLE WIND LIDAR SYSTEM TO OBSERVE WINDS IN THE LOWER ATMOSPHERE. THIS PARTICULAR WIND LIDAR HAS AN OVERALL HEIGHT RANGE OF 300 M WITH DISCRETE DATA FOR APPROXIMATELY 20 LEVELS, WITH SIMULTANEOUS MEASUREMENTS OBTAINED AT ALL HEIGHTS EVERY 1 S. INCLUDES 4 OBLIQUE ORTHOGONAL 28 BEAMS AND ONE VERTICAL BEAM FOR OPTIMAL WIND MEASUREMENT. THE LIDAR CAN ALSO ACHIEVE WIND MEASUREMENT USING AS FEW AS 3 BEAM DIRECTIONS. THE WINDCUBE LIDAR SYSTEM IS LOW POWER( < 100 W) AND CAN BE OPERATED 24/7 IN ALL WEATHER CONDITIONS. THIS PARTICULAR LIDAR ALSO MAINTAINS THE SAME MEASUREMENT ACCURACY UNDER CLEAR SKY OR FOG CONDITIONS. THE LIDAR SYSTEM IS ALSO EQUIPPED WITH A 4G MODEM FOR FAST IN-FIELD DATA COMMUNICATION. IN ADDITION, THIS LIDAR HAS AN OVERALL WIND SPEED ACCURACY OF +/- 0.1 M/S AND IS CAPABLE OF OBSERVING WIND SPEEDS UP TO 60 M/S. THE LIDAR SYSTEM HAS AN OPERATING TEMPERATURE RANGE BETWEEN -30 AND 45 C, AND HAS AT LEAST 100 GB OF DATA STORAGE CAPACITY, AND A WEATHERPROOF HOUSING RATED IP67. EACH UNIT IS TESTED AGAINST A GOLDEN LIDAR, WHICH IS CERTIFIED AGAINST AN ISO 9001:2015 CERTIFIED IEC MET MAST BY AN ACCREDITED THIRD PARTY. THERE ARE NO OTHER LIDARS ON THE MARKET THAT MEET THESE SPECIFICATIONS. DELIVERY WITHIN 60 DAYS FROM DATE OF AWARD. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE. DELIVERABLE SCHEDULE: DELIVERY TO OAK RIDGE, TN - SPECIFIC ADDRESSES WILL BE PROVIDED IN PURCHASE ORDER.
