WINDOW REPAIRS - USCG AIR STATION BARBERS POINT

Window repairs are required for Building 1790 at the U.S. Coast Guard Air Station Barbers Point in Kapolei, Hawaii, involving the exterior repair of 51 windows located on the ground and second floors to prevent water intrusion. The work consists solely of removing and replacing caulking and sealants between the metal frame and building structure, as well as between the frame and glazing, with all work performed from the exterior. Access to the windows must be achieved using a manlift, preferably a boom lift, and all on-site activities must occur between 7:00 AM and 5:00 PM, Monday through Friday, excluding federal holidays, to minimize disruption to facility operations. The total period of performance for on-site work is capped at 45 calendar days. Contractors must be enrolled in the Omnivee program and submit a comprehensive list of all personnel, including second- and third-tier subcontractors, prior to beginning work; all individuals must carry photo identification and remain within designated work areas. Bidders are required to conduct a site visit to assess conditions and determine the full scope of work and must coordinate with Theresa Fasceski to schedule the visit. All materials and methods must comply with approved design requirements and be pre-approved by the Contracting Officer’s Representative and the Government. Contractors are responsible for maintaining an adequate inspection system per FAR 52.246-12, keeping all test and inspection records, and ensuring compliance with OSHA’s 29 CFR Part 1926 safety standards. They must also provide barriers, canopies, and temporary fencing as necessary to protect personnel and property. Water and 120V electricity are available on-site at no cost, but contractors bear the expense of any utility connections or disconnections. Sanitary facilities are provided but must be kept clean by the contractor; telephone service is not available. Failure to comply with personnel listing, safety, or operational coordination requirements may result in denied site access. The procurement is not subject to any set-aside and is open to all qualified offerors.
