THIS IS A PRE-SOLICITATION NOTICE ONLY. NO AWARD WILL BE GENERATED FROM THIS NOTICE. The U.S. General Services Administration (GSA), Public Buildings Service (PBS), Region 3, North Service Center, Pittsburgh Field Office intends to compete a requirement for window washing at the U.S. Post Office and Courthouse Building as well as the William S. Moorhead Federal Building in Pittsburgh, PA. The U.S. Post Office and Courthouse Building is located at 700 Grant Street, Pittsburgh, PA 15219, and the William S. Moorhead Federal Building is located at 1000 Liberty Avenue, Pittsburgh, PA 15222. General Scope of Services: The Contractor shall furnish all labor, supervision, materials, supplies, and equipment necessary to wash both sides of all building windows, and four sides of windows with hinged storms, glass above and in exterior doors, and interior glass panels throughout office areas in various locations. The U.S. Courthouse atrium area IS included in this project. All glass in the two atriums on the East side of the building are included in this project. Attention must be paid to any spills on affected areas around windows and must be immediately cleaned up. OPTION: Approximately 70% of the windows at the Court House require "heavy cleaning" to remove build up dirt and water stains. The Contractor shall furnish a plan, along with list of chemicals required to perform this cleaning, and will perform at least three (3) test cleanings of inconspicuous windows (identified by the Building Manager) to show this alternate cleaning method will work. The applicable NAICS code is 561720, Housekeeping - Custodial Janitorial, and the small business size standard is $16.5 million. In accordance with FAR 19.502-2(b), the anticipated contract will be competed as a total 100% small business set-aside. The anticipated contract will be procured utilizing the Best Value procedures.
