Winter Sidewalk Maintenance Services

The City of Markham is soliciting bids for a long-term winter sidewalk maintenance contract divided into two geographical regions, Area A and Area B. The agreement covers an initial term of seven winter seasons beginning November 16, 2028, with an option to renew for three additional seasons. The scope of work includes snow plowing, salting, sanding, anti-icing, crosswalk clearing, and hand shoveling, as well as the use of the Where's My Plow Tool for tracking progress. The City intends to award the contracts to the lowest overall total cost bidder for each area, though a single bidder may be awarded both areas if they provide the lowest bids and demonstrate the ability to manage the full scope of work. Bidders must submit their proposals electronically by October 15, 2026, including a bid bond of 260,000 dollars per area. Mandatory submission requirements include a detailed equipment list, supervisory staff experience, and three professional references. Successful contractors must provide a multi-year renewable performance bond equal to 100 percent of the annual contract price, a labor material payment bond, and maintain specific insurance coverage, including 5 million dollars in Commercial General Liability and 2 million dollars in Automobile Policy. Payment terms are net thirty days, and all invoices must be accompanied by a valid W.S.I.B. Certificate of Clearance.
