The County of Sonoma is undertaking emergency repairs to a 100-foot segment of West Soda Rock Lane at Postmile 12.60 near Healdsburg, California, following severe storm and flooding damage during the 2024–25 winter season. The project, funded entirely by local funds and administered by the Sonoma County Department of Public Infrastructure, involves reconstructing the failed roadway embankment through excavation and subgrade benching, installation of rock slope protection with geotextile fabric, grouted rock slope protection including a fully grouted keyway, and reconstruction of the roadway surface using aggregate base and asphalt concrete. The work is limited to the existing right-of-way with no expansion of facility capacity and must be completed within 45 working days, roughly equivalent to two and a half months. The project qualifies for categorical exemptions under the California Environmental Quality Act, specifically Sections 15269(b)–(c) for emergency repairs and 15301(c) and 15302(c) for reconstruction of existing infrastructure, which expedite approval and eliminate the need for environmental impact reports. Inspection and acceptance occur at the project site under the oversight of the county, with compliance required to standard civil engineering practices and the CEQA exemption criteria. The project was approved on June 17, 2025, and the notice of exemption was filed on July 22, 2025. Anthony Moore, Construction Engineer, serves as the primary point of contact, though no formal Contracting Officer’s Representative or Procurement Contracting Officer is designated. There is no publicly disclosed contract value, no federal funding or FAR contract clauses applied, and no solicitation or bidding process was conducted as the work is authorized under emergency exemptions and directly executed by the county. Administrative fees such as a $50 environmental filing fee have been paid, but no invoicing systems or payment office details are specified, and no federal socioeconomic certifications, unique entity identifiers, or packaging and marking requirements are applicable.
