This contract involves the acquisition of specialized electrical wire for which the Government lacks complete, unrestrictive technical data, requiring procurement exclusively from approved sources under specific statutory authority. The wire is listed on a qualified products or manufacturers list according to military specifications MIL-DTL-24643/14F and MIL-DTL-24643C, ensuring compliance with stringent quality and packaging standards, including MIL-STD-2073-1D for packaging and MIL-STD-129 for marking. The contract covers a quantity range primarily between 3,500 and 6,000 feet, with deliveries scheduled 78 days after receipt of order, and shipment is to a designated Defense Logistics Agency distribution facility in New Cumberland, PA. Solicitation is unrestricted and open to all responsible sources, although this is a sole source acquisition in accordance with FAR 6.302-1, allowing for consideration of capability statements or proposals. Market research indicates non-use of commercial item acquisition procedures, but potential offerors may express interest within 15 days. The procurement process may include an online Reverse Auction where bid prices are anonymously disclosed to competing offerors, with the final auction price serving as the firm's final proposal. All submissions must be in English and U.S. dollars, and the solicitation was made publicly available in August 2022 through the federal contracting portal with contacts provided for further inquiries.
