AI Contract Overview
The Casa Grande Elementary School District is soliciting proposals to comprehensively upgrade and expand its Wireless Local Area Network (WLAN) and network infrastructure across multiple district locations in Arizona. The project encompasses three primary scopes: first, the replacement and remediation of all existing wireless Access Point (AP) devices at E-Rate eligible school sites and the District Office where existing cabling is intact; second, the deployment of new WLAN coverage with low-voltage CAT6 cabling installation at several ineligible or partially funded sites including the Ocotillo Annex (Warehouse and Transportation Buildings), Ironwood Elementary School Multipurpose Room, and the Early Childhood Learning Center; and third, the acquisition of new network infrastructure equipment aimed at future-proofing the District’s network environment. The wireless equipment to be installed predominantly consists of Cisco Wireless 9176 Series APs or comparable Wi-Fi 7 devices with accompanying 5-year licenses, with detailed site-specific quantities and technical specifications provided in Exhibit A. Installation must meet stringent quality and compliance standards, including plenum-rated cabling, thorough testing and certification of all new data drops, durable and professional labeling of equipment and cabling with E-Rate funding identifiers, and the delivery of comprehensive as-built documentation including heat maps. This solicitation is governed by a comprehensive set of federal, state, and E-Rate program regulations, mandating full compliance with Arizona School District Procurement Rules, federal Uniform Administrative Requirements (2 CFR Part 200), and USAC/E-Rate competitive bidding and pricing rules, notably the FCC Lowest Corresponding Price (LCP) rule. Proposals must be submitted electronically via the Bonfire platform by January 5, 2026, and must be based on pricing from an approved Cooperative Purchasing Contract or State Master Contract. Cost proposals are required to distinctly separate E-Rate eligible and ineligible expenses by site, including taxes, shipping, labor, and travel. The evaluation methodology is a best value trade-off approach heavily weighted toward the cost of eligible services (50 points), supported by technical scope compliance (25 points), OEM partnership level (15 points), and vendor references (10 points). The contract term extends at least through September 30, 2027, with possible extensions up to five years, contingent upon USAC approving E-Rate funding for Funding Year 2026. Successful bidders must provide new, manufacturer-fresh equipment with minimum warranties (3 years for equipment, 15 years for cabling), and ensure all installation and testing meet the detailed technical and quality standards set forth, while also adhering to all necessary procurement
