Wireline Ethernet or Fixed Wireless Services

Washington Technology Solutions (WaTech) is soliciting quotations under RFQ 27-RFQ-016 for Wireline Ethernet or Fixed Wireless Services across multiple counties in Washington. To be eligible for participation, vendors must have a signed Network Services Agreement (NSA) and the applicable Wireline Ethernet or Fixed Wireless Technical Addenda on file. The procurement process requires the submission of a completed Cost Model in Excel format and a signed Certification and Assurance Document by November 12, 2026. The earliest expected date for the issuance of the Statement of Work is November 25, 2026. Awards are determined on a per-site basis using a scoring system out of 100 points, which evaluates cost, proposed installation intervals, and local loop type. The cost evaluation is based on a base price formula consisting of non-recurring costs plus 24 months of monthly recurring costs. Vendors must adhere to guaranteed installation intervals and comply with specific site requirements, including mandatory criminal background checks for all personnel. Certain locations, such as the Cedar Creek Corrections Center, impose additional security protocols and scheduling requirements. Failure to complete mandatory columns in the cost model or altering WaTech data will result in disqualification.
