WLRC Culvert Restoration

The State of Connecticut Military Department is soliciting bids for the WLRC Culvert Restoration project, which involves the complete removal and replacement of an existing deteriorated culvert roadway with a new box culvert in the same location and footprint. The work includes demolishing and disposing of the existing culvert and associated materials, installing a new box culvert, modifying the roadway as required, relocating the existing water main and storm water outlet away from the culvert footprint, and furnishing rip rap as specified in the plans. The total estimated contract value is $806,000, with a performance period of 270 calendar days. The project is subject to prevailing wage requirements, the Build America, Buy America Act, and strict compliance with Connecticut Military Department facility security protocols. All work must be executed in strict accordance with the Contract Documents, including plans, specifications, amendments, addenda, general and supplementary conditions, and bonds, with the specifications taking precedence over plans and stated dimensions over scaled ones in the event of conflict. Bids must be submitted electronically via the CTsource portal prior to the bid opening on July 17, 2026, and must include a standard bid bond, certification of authority, campaign contribution certification, and, for bids over $1 million, a current DAS prequalification certificate and update statement. All named subcontractors performing work exceeding $1 million must provide signed statements and prequalification documentation. The contractor is required to furnish performance and payment bonds, commercial general liability insurance with minimum limits of $1 million per occurrence and $2 million general aggregate, workers’ compensation, and pollution liability coverage that includes asbestos, lead, and mold. All insurance policies must name the State of Connecticut and its agents as additional insureds on a primary and noncontributory basis. The award will be made to the lowest responsible and qualified bidder, evaluated on financial responsibility, technical and managerial capability, past performance regarding quality and timeliness, equipment availability, and adherence to contract documents. The contractor must attend a mandatory pre-bid meeting, submit a schedule of values approved by the Commissioner before any payment, provide weekly payroll certifications under prevailing wage rules, and comply fully with equal employment opportunity and ethics requirements. Final payment is contingent upon acceptance of the work following a thorough inspection, during which the Commissioner may require removal or tearing out of completed work for examination.
